About this position
We are looking for a strategic and qualified advanced professional to join our Resource Mobilization Division (REM). The position requires a thorough knowledge of the socio-economic development challenges in the Latin American and Caribbean region and a professional experience of one of the following topics: sovereign sustainable debt, international financial architecture, risk-sharing mechanisms.
The REM Division, under the Global Partnerships Office (GPS), plays a pivotal role in leading the IDB Group’s efforts to expand its capacity to serve the Region, through the mobilization of partnerships that provide our region with (i) reimbursable and non-reimbursable resources for additional financing, (ii) knowledge, and (iii) innovation. The Division works on developing new and enhancing existing partnerships, in close coordination with relevant teams from our Vice Presidencies of Countries (VPC), Sectors (VPS), Finance and Administration (VPF), and Human Resources and Digital Transformation (VHR), respectively, and with IDB Invest and IDB Lab. In recent years, the Division has multiplied efforts towards the development of innovative ways to design donors contributions in order to leverage impact and scale up private capital mobilization. It aims at mobilizing resources through innovative financial instruments, including those involving balance sheet optimization, and to mobilize partnerships that support innovative finance initiatives across IDB, IDB Invest and IDB Lab.
The Global Partnerships Office (GPS) consists of the Resource Mobilization Division (REM); the Grants and Co-financing Management Unit (GCM); both located in Washington D.C., and the Representations in Asia (ASI) in Tokyo; and the Office in Europe (EUR) in Madrid.
What you’ll do
The selected candidate will join GPS/REM's Division and will participate in the Division’s efforts in the following keys areas with a special focus on implementing IBD new Impact+ strategy.
- In coordination with our Office in Europe (EUR), our Office in Asia (ASI), and the Grants and Co-financing Management Unit (GCM), expand the IDB Group’s strategic alliances and dialogue with our existing key stakeholders based on a systematic analysis of their context and priorities.
- Identify potential existing and new partners such as governments, companies, foundations, nongovernment organizations, as well as other key players in the development community for the design of innovative structured partnerships.
- Coordinate the structuring of innovative partnerships internally with different relevant departments (Risk and Legal Departments, Vice-Presidency of Countries, Vice-Presidency of Sectors, Vice-Presidency of Finance, IDBInvest, IDBLab).
- Provide guidance and knowledge for positioning the IDBG as the partner of choice for the development community.
- Work independently with minimal supervision to advance the preparation and execution of non-traditional partnerships agreements (credit substitution guarantees, hybrid capital, balance sheet optimization facilities etc.) pertaining to the mobilization of external resources.
What you'll need
• Education: Master’s degree or equivalent knowledge in any one of the following areas -Business Administration, Finance, International Development, Economics, or other related fields.
• Experience: At least 4 years for the Specialist and 5 years of experience for the Sr Specialist, in the following fields: sovereign debt management, sustainable capital markets, structured partnerships in a multi-lateral organization environment.
• Experience in Latin America and the Caribbean (LAC) capital markets or LAC development finance.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
• International staff contract, 36 months initially, renewable upon mutual agreement.
• Location: Headquarters (Washington, D.C).
