About this position

The Climate Change and Sustainable Development Sector (CSD) advises Bank’s Management on climate change mitigation and adaptation issues and develops overall Bank’s policies, strategies, operational guidelines, and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices, and case studies on climate change and sustainability. The Climate Change Solutions Division (CCS) provides support to the operations of the IDB group in climate adaptation and resilience in IDB beneficiary countries.

The IDB’s Gender and Diversity Division (GDI) has a mission to promote gender equality and support development with identity for indigenous peoples, and the inclusion of African descendants, persons with disabilities, and LGBTQ+ individuals in LAC through policy and strategic guidance, as well as technical assistance and training programs. In addition to designing and implementing its own project portfolio, GDI leads the coordination and monitoring of gender and diversity mainstreaming in Bank operations, provides technical assistance, develops sector and country specific analytical work on gender and diversity issues, and supports learning/capacity building activities for the institution and its member countries. Additionally, GDI facilitates the monitoring of gender and diversity-related results, both at the project and corporate levels.

What you’ll do

The main objective of the consultancy is to provide direct technical and analytical support to incorporate gender equality issues and gender-related results in operations that address climate change.  It will give priority to programs supported, among others, by the Climate Investment Funds (CIF),the Green Climate Fund (GCF), and the Global Environmental Fund (GEF).

The Consultant will work directly with CSD/CCS, in close coordination with the Gender and Diversity Division (SCL/GDI), to implement of the following activities:

Technical Support for Projects in Design and Execution:

Provide technical assistance to effectively address gender equality issues in project design and execution:

  • Conduct gender assessments related to climate adaptation and resilience in the specific project and country contexts.
  • Design and propose gender-related actions to address needs and priorities associated with the project, drawing on international evidence, based approaches and/or promising practices when possible.
  • Based on the proposed gender actions, recommend related indicators for the project that will measure gender-related results.
  • Develop technical inputs to integrate gender-specific criteria and guidance into the project’s operational regulations, when relevant.
  • Engage with internal stakeholders to strengthen the quality of gender mainstreaming options in climate operations. Provide direct support to project teams and executing agencies to facilitate the implementation of gender-specific project components/activities and monitor results during project execution. Participate in project preparation and administration missions and as a team member of projects that are identified as priorities for gender mainstreaming.
  • Facilitate relevant stakeholders’ consultations on gender and diversity when needed.

Supervise gender consultants and firms in the production of new knowledge and the provision of gender mainstreaming inputs for operations.

Knowledge Generation and Dissemination:

Generate products and activities to expand knowledge of gender mainstreaming in climate change adaptation and resilience investments and support the dissemination of such products. Proposed activities include:

  • Coordinate and participate in the design, implementation and monitoring of technical cooperation projects that address issues related to gender and climate change. 
  • Identify and capture best practices on gender and social inclusion in policies and projects that address climate change.
  • Participate in the design and implementation of learning events for CCS and other sectors of the Bank to disseminate the content of knowledge products and good practices.

Reports / Deliverables

The Consultant will be responsible to produce the following deliverable(s):

  • Team membership in approximately 8 projects per year, including operations in design and in execution phases. 
  • Written technical inputs associated with gender mainstreaming in projects including gender assessments and gender action plans (to be determined with project team leaders during the consultancy). 
  • Technical note,brief,or blog on relevant aspects/results on gender and diversity, and climate change.
  • At least 1 learning event per year for project teams in from CCS and other sectors to disseminate good practices, methodologies and lessons learned on gender mainstreaming.

What you'll need

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree or equivalent in the social sciences or other relevant fields.
  • Experience: 10 years of relevant professional experience or the equivalent combination of education and experience in the field of international development, with specific knowledge of gender issues related to climate change and/or environmental sustainability. Familiarity with climate finance projects financed by the IDB or other IFIs. Excellent operational, analytical, and writing skills.
  • Languages: Excellent command of two official languages of the IDB: English and Spanish.

Type of contract and duration

•    Consultant:  
    -   International consultant Full-Time, 18 months (up to 36 months).  
  
If international, Headquarters (Washington, D.C), whereas if national 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
