About this position
We are looking for a Health Specialist to join our Health Nutrition and Population (HNP) Division. You will contribute to our operational, economic, and sector work program in LAC. The focus is on the design and supervision of the implementation of complex health projects involving medical infrastructure, health management tools, digital health tools, primary and chronic healthcare models, and preparation for emergencies and disasters. Also, you will participate in policy dialogue and applied research in non-communicable diseases, health system strengthening and financing, health policy, and strategy formulation and implementation.

You will work in the Health, Nutrition and Population (HNP) Division, which prepares and supervises operations in borrowing member countries in the areas of health (e.g., health systems’ strengthening, health system financing, organization and performance, digital health transformation, etc.), Nutrition and Population.
What you’ll do
- Support supervision, monitoring, and evaluation of IDB-financed operations in LAC, coordinating with executing agencies, fiduciary specialists, and other relevant parties.
- Assist in identifying and resolving complex execution issues in the supervision of IDB operations.
- Participate in the origination, conceptualization, and preparation of hospital and health service infrastructure and equipment projects with team members and authorities.
- Support country teams in designing implementation schemes, operational strategies, and project planning for hospitals and health service networks, including sizing, schedules, and costs.
- Provide technical assistance for hospital pre-investment studies, medical-architectural plans, and the design, construction, and equipping of health facilities and networks.
- Develop terms of reference, technical specifications, and oversee contracting processes for hospital and health service projects.
- Support project monitoring, follow-up, and operationalization, including the opening and functioning of hospitals in LAC countries.
- Conduct economic and sector analyses, share knowledge, and engage in policy dialogue to inform country, sector, and regional strategies and IDB operations.
- Build networks and coordinate with multidisciplinary teams, IDB Invest, IDB Lab, and external development partners to promote cooperation and knowledge sharing.
- Guide, coach, and mentor junior staff, contribute to business planning and budgets, and work independently with limited oversight.
What you'll need
- Education: You hold a master’s degree (Ph.D. preferred) in public health, health management, health sciences, economics, health economics, public administration, project management, or another related field relevant to the responsibilities of the role.
- Experience: You have at least 4 years of relevant and substantive professional experience in healthcare infrastructure and handling health projects, including complex medical infrastructure organizational change, quality improvement, planning, design, implementation and commissioning of health facilities. With knowledge of hospital equipment, facility and equipment maintenance, and hospital organization/management. You also have operational experience managing multilateral financing projects and procurement procedures, including FIDIC contracts.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Requirements

• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
• International staff contract, 36 months initially, renewable upon mutual agreement.
