About this position
We are looking for a dedicated, energetic, team-oriented and innovative Resource Planning & Administration Associate/Senior Associate (RPA) to perform a wide range of administrative functions in the areas of Human Resources, Budget, Procurement, and Training. The ideal candidate will demonstrate a client-centric approach to service and utilize leveraging data analytics to manage the resource allocation and support informed decision making.
You will work in the Front Office of the Human Resources Department (HRD), which is responsible for the administration and development of the IDB Group human capital. HRD manages the full employee lifecycle and implements the People Strategy to support the IDB’s results-based business model. HRD is also committed to delivering human-centered experiences and fostering partnerships with professionals passionate about improving lives in Latin America and the Caribbean. HRD has centralized its project and resources management functions into one single team under the Head of the Project Management Office and Resources Management Group. In this role, you will report to the Head of this group and play a key role in aligning and optimizing resource allocation to support HRD’s mission.
What you’ll do
- Plan, implement, and monitor financial resources, including needs assessments, target and indicator definition, payment execution, and reporting. Perform critical month-end and year-end closing activities, such as Purchase Orders reviews and adjustments.
- Oversee contract renewals, transfers and terminations as directed by the HR General Manager and the Leadership Team.
- Manage contracts for individual consultants and consulting firms, including invoice review and payment processing.
- Maintain adherence to the Bank’s processes and procedures guidelines for procurement and personnel actions. Ensure the Department’s compliance with time and leave policies.
- Provide corporate support to HRD both headquarters and Country Offices in areas including procurement, travel, and IT.
- Oversee the work program, delivery, and continuous improvement of the administrative support across HRD, including monitoring staffing levels, workloads, and resource allocation.
- Lead the planning and execution of HRD’s financial resources, preparing financial reports with insights and recommendations for management
- Identify and implement cost-saving initiatives, resources reallocation exercises, and budget control mechanisms to ensure effective use of financial resources.
- Coordinate with the Budget and Administrative Services Department on corporate functions such as procurement, facilities management, security, sustainability, and travel.
- Review the assignation of roles for system accesses addressing potential access risks.
What you'll need
• Education: Masters degree (or equivalent advanced degree) in Business Administration, Accounting, or other fields relevant to the responsibilities of the role.
• Experience: At least 4 years of experience working with multilateral organizations and/or in business administration and general office support. Proven experience with systems such as SAP, Hyperion, and Concur. Strong background in resource planning, budget management, contract processing, and invoicing. Excellent organizational skills and attention to detail. Strong interpersonal skills with the ability to build relationships with diverse stakeholders. Demonstrated problem-solving, decision-making, and customer service skills. Ability to manage confidential information with discretion and to adapt to competing demands. Ability to work independently and collaboratively in a fast-paced environment.
• Languages: Proficiency in Spanish and English (spoken and written) is required. Additional knowledge of French and/or Portuguese is a plus.

Type of contract and duration
• Staff International: International staff contract, 36 months initially, renewable upon mutual agreement.
