About this position
We are looking for a Principal or Lead Development Effectiveness Officer working under the supervision of the Managing Director of the Development Effectiveness Office (DVF).
DVF oversees the design and implementation of the IDB Invest’s development effectiveness framework. It establishes, implements, and coordinates compliance with evaluation standards at each stage of a project’ s life cycle (origination, preparation, implementation, and evaluation). DVF ensures both accountability and learning for the benefit of our clients, partners, and beneficiaries in Latin America and the Caribbean. Furthermore, it defines operational recommendations and is responsible for corporate reporting and cooperation with other MDBs on development effectiveness matters.
DVF manages various tools such as ex-ante and ex-post cost-benefit analysis, the Development Effectiveness Learning Tracking and Assessment Tool (DELTA), the Annual Supervision Report (ASR), the Expanded Supervision Reports (XSR), and in-depth and impact evaluations.
What you’ll do
- Design, implement, and review the IDB Invest’s development effectiveness tools and practices. Ensure compliance with the evaluation standards embedded in the development effectiveness framework.
- Apply development effectiveness standards throughout the lifecycle of IDB Invest operations to ensure relevance, efficiency, effectiveness, evaluability, and sustainability. Provide technical advice on operation design and monitoring and evaluation plans. Deliver training to teams and clients on intervention logic, indicators, data collection, and evaluation methodologies.
- Lead the design and implementation of project and program evaluations, thematic and sector reviews, including ex‑post and impact evaluations, and integrate lessons learned into the design of new projects, advice on ongoing operations.
- Lead activities related to strategic initiatives and development effectiveness reporting such as the IDBG Impact Report, IDB Invest Impact Performance Report, Strategic Roadmaps, and other communication products.
- Lead activities related to the production of knowledge products, including technical notes, impact evaluations, blogs and DE Brief.
- Strengthen the positioning of IDB Invest as a thought leader in impact management. Lead the division’s contribution to initiatives, working groups, events, and other cooperation efforts with DFIs, impact investors, clients and other partners in impact management.
- Manage and coach consultants, set priorities, and allocate resources to ensure the effective and efficient delivery of the division’s products. Build staff talent and capability, communicate responsibilities, and provide feedback.
- Closely coordinate with peers and other leaders within IDB Invest and the IDB Group to ensure cooperation and synergies.
What you'll need
Education: You hold a Master’s degree or PhD in Economics, Business Administration, Finance, Public Policy or related field for the position.
Experience: At least six (6) years (Lead position) and eight (8) years (Principal Position) of proven relevant experience in impact management and development effectiveness in one or more areas of interest for IDB Invest.
- Deep understanding of the operational work of the IDB Invest or similar experience in a multilateral institution, development finance institution, and/or the private sector.
- Strong project management skills and experience managing complex projects, developing and implementing innovations, as well as the ability to engage stakeholders across different levels of the organization.
- Strong team management experience and skills, and capacity to coach and guide junior team members.
- Experience working on strategic corporate initiatives and corporate reports, as well as the ability to engage stakeholders across different levels of the organization.
- Knowledge and/or experience in Latin America and the Caribbean is essential.
- Experience in finance/ financial analysis would be a plus.
Languages: You are highly proficient in oral and written English; knowledge or good proficiency of Spanish, French or Portuguese is a plus.

Type of contract and duration
• Staff: International: International staff contract, 36 months initially, renewable upon mutual agreement.
