About this position

The Energy Division (ENE) is responsible for conceptualizing, preparing, supporting execution, and supervising the IDB’s operations related to energy. Its functions include preparing the Bank sector policies, strategies, operational guidelines, and programs in energy; conducting relevant research and analytical work, best practices, and case studies in the sector; and provides specialized sectoral technical support to activities and operations in borrowing member countries.

This consultancy aims to provide essential support to the Energy Division (ENE) in advancing initiatives related to: (i) industrial transformation using alternative fuels with a focus on steel, cement, aluminum, pulp and paper, and chemicals; (ii) clean hydrogen within the Latin America and Caribbean (LAC) region, including its derivates ammonia, methanol, synthetic fuels and fertilizers and (iii) geothermal energy as form of renewable baseload energy. The consultant will play a key role in the preparation, design, and approval processes of operations, including loans, policy-based loans, investment grants, and Technical Cooperations (TCs) focused on (i), (ii) and (iii) mentioned above.   Responsibilities will include conducting research, procuring, and supervising studies, gathering, and analyzing data, and drafting documents crucial for the development and execution of industrial transformation, clean hydrogen development and geothermal energy projects and their entire value chain.

What you’ll do

  • Collaborate in the identification and preparation of operations prepared by ENE (such as loans, investment grants and TCs).
  • Provide technical advice to energy operations and energy-related operations and perform quality control reviews of energy operational documents for accuracy, clarity, conciseness, and consistency.
  • Prepare and monitor project preparation timelines, including updating project information within IDB’s operational systems.
  • Participate in the quality review meetings, project missions and negotiations, and prepare minutes and briefs on project status.
  • Collaborate in the application of environmental and processing policies and ensure energy projects are prepared in compliance with applicable standards.
  • Assist in the preparation of project completion reports.
  • Monitor calls for proposals for energy sector studies, draft Terms of Reference, review proposals, and assist in contract management of consultancies.
  • Collaborate in other related activities as requested.

What you'll need

  • Education: Master´s degree or equivalent in economics, renewable energy, chemical, mechanical or industrial engineering, or related fields.
  • Experience: At least 5 years of experience with the development and implementation of projects related to the energy sector. Experience within the IDB or other international institutions or in the clean hydrogen sector is desirable.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

  • Citizenship: You are a citizen of one of our 48-member countries.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: International Consultant Full-Time.
  • Length of contract: The contract will be for an initial duration of 12 months, with the possibility of extension for up to 36 months, contingent upon performance.
  • Work Location: Washington DC, USA On site.
