About this position

The Human Resources Department’s Leadership and Employee Development Division (HRD/LDV) has established different profiles and functions among the members of its team to support the needs analysis, design, implementation, and evaluation of different solutions to the training needs of the Institution’s employees regarding language and communication skills training.

 

For that purpose, HRD/LDV offers a Language and Culture Program (LCP) to employees to develop linguistic, communication, and cultural skills to perform their duties in one or more of the four official institutional languages. In this way, LCP helps enhance the productivity and effectiveness of the Institution’s employees by developing and continuously updating the essential skills required to work in a multilingual, multicultural, multi-country, and multi-stakeholder international organization.

 

LCP accomplishes this by offering language group and private classes and providing online learning language products to strengthen the communication skills of IDB, IDB Invest, and IDB Lab employees.  IDB Group employees work in 26 country offices in Latin America and the Caribbean, in two regional offices in Spain and Japan, and in its Headquarters in Washington, D.C.

Thus, HRD/LDV is looking for an experienced program analyst to support LCP’s coordination in all administrative, budget-related, and communication tasks.  The program analyst will also interact with all the Departments to support and ensure they have the resources/information needed to accomplish their business goals within these Terms of Reference, which define the proposed work assignment for this position.

What you’ll do

  • Provide administrative support to all LCP programs (e.g., group and private classes, online solutions, etc.) by:
    • Managing all platforms used by LCP: MS Office 365—including Excel and MS Teams, ServiceNow (SNOW), SuccessFactors (LMS-Learning Management System), Survey Monkey, LCP Teachers’ Invoice System, ClassMarker, LCP’s Dashboard, Mango Languages, Rosetta Stone, Canva, etc.
    • Preparing the nomination process, including all the steps required to launch the process for all programs and supporting Departments in their requests. Manage LCP email Inbox.
    • Coordinating all the processes of planning group class sessions (collecting nominations, setting placement tests, creating class schedules, sending welcome emails, registering participants in SuccessFactors as well as recording completion of programs, etc.)
    • Maintaining programs databases and EZshare files up to date.
    • Creating, conducting, and reporting program evaluations, as well as preparing quarterly reports on student/participant registration, attendance, final grades, and online license usage for distribution to departments and HRD management.
    • Providing support to LCP Teachers and solving any technical issues.
    • Assisting IDB employees in activating online licenses, administering related processes, and monitoring private class packages.
    • Making sure all program policies and deadlines are followed.
    • Creating documents such as job aids, guidelines, presentations, and reports with data visualization and formatting curricula, syllabi, and final exams of group classes per language, including editing and translations.
    • Coordinating teachers’ meetings including the preparation and distribution of agendas and minutes as well as supporting the hiring process of teachers and their onboarding.
    • Troubleshooting any technological issues that arise with any of the systems/platforms LCP uses in coordination with the Technology Transformation Department, Vice-presidency for Sectors and Knowledge, and others.
  • Provide budget and financial management assistance by:
  • Preparing and monitoring chargebacks of all LCP programs.
  • Supporting the Team Leader with budget forecast preparation and its revisions.
  • Managing the LCP Teachers’ Invoice System and reviewing and approving teachers’ invoices.
  • Keeping the financial records of the programs up to date and balanced through recording invoices and any expenses in the program’s template, requesting to pay any invoice, and generating and preparing status reports, as requested.
  • Develop and maintain communications with LCP stakeholders by:
  • Creating and keeping key communication pieces (key features, guidelines, etc.) up to date.
  • Monitoring and updating the LCP website in English and Spanish.
  • Overseeing and supporting the creation of marketing material to promote the programs.
  • Provide support in the development of special projects by conducting research, needs assessments, and data analysis, making recommendations for possible learning solutions, tracking progress, creating reports, and sending communications.
  • Engage and make recommendations on LCP process improvement and innovations by identifying and recommending high-quality, automated, timely, accurate, and relevant process improvements, tools, solutions, and/or templates to improve efficiencies.
  • Carry out other tasks required for LCP logistical, reporting, and/or academic purposes, as indicated by the Program Team Leader

What you'll need

Education: Bachelor’s degree is required (master’s preferred) in Business Administration, Education or any related field. The candidate must have a minimum of 2 years of relevant professional experience in similar functions.

Experience:

    • Project coordination/management.
    • Data administration, reporting, basic statistics, and analytics tools as well as budget planning.
    • Highly skilled in MS Outlook, Word, advanced level of Excel*, and PowerPoint.
    • Knowledge of collaborative tools such as SharePoint, ezShare, OneDrive, Teams, ServiceNow, SuccessFactors-LMS, Survey Monkey, ClassMarker and Canva.
    • Ability to troubleshoot audiovisual/technological issues.
    • Advanced Level of Excel (Expertise in formulas and functions, data visualization and analysis, pivot tables and charts, VLookUp, concatenate, data management and cleaning, among others). This process requires passing a live Excel test as one of its stages. 

Languages: Full professional proficiency in English is required. Knowledge of Spanish is desirable. Additional knowledge of Portuguese and/or French is a plus.
