About this position
We are looking for a professional with strong program and portfolio management skills, and experience working within or with multilateral development banks. As Operations /Specialist, you will be able to demonstrate enthusiasm for development and be able to effectively work across multi-disciplinary teams.
As Operations Specialist, you will report to the ONE Caribbean Unit Chief and work within the ONE Caribbean Unit (OCC) of the IDB's Country Department Caribbean Group (CCB), in close coordination with IDB's Andean Country Department (CAN) and Southern Cone Department (CSC).
ONE Caribbean, launched in 2024, and is the IDB Group’s regional strategic framework and accompanying program to promote sustainable development in the Caribbean through addressing common challenges with regional solutions. This ambitious agenda requires a coordinated regional approach to leverage resources, cooperation and economies of scale. ONE Caribbean’s direct beneficiary countries are Barbados, Belize, Guyana, Jamaica, Suriname, The Bahamas and Trinidad and Tobago. In addition, ONE Caribbean indirectly benefits the Organization of Eastern Caribbean Estates (OECS) countries through IDB’s partnership with the Caribbean Development Bank.
ONE Caribbean supports the region in four strategic priority areas: (i) climate adaptation, resilience and disaster risk management, (ii) citizen security, (iii) private sector development, and (iv) food security. In addition, ONE Caribbean has two cross-cutting priorities: strengthening institutions and leveraging digital transformation. ONE Caribbean employs a whole-of-bank approach, bringing together and leveraging the deep multisectoral expertise and resources of the IDB Group, working with and through regional partners, governments and key stakeholders across the Caribbean region.
What you’ll do
Working under the moderate supervision of the Regional Coordinator ONE Caribbean Unit Chief, you will:
Strategic Management
- Advance the operational implementation of the ONE Caribbean program.
- Advance the ONE Caribbean agenda, ensuring alignment with strategic goals and measurable outcomes.
- Contribute to the preparation of data-driven insights and sectoral analyses to inform multi-year programming processes, ensuring strategic alignment with institutional objectives and country-specific needs
Operational and Project management:
- Conduct daily operational work for the portfolio of technical operations, ensuring seamless coordination, resource optimization, and achievement of TC Outputs within the established timeline.
- Coordinate the successful execution of projects, ensuring alignment with the Institutional Strategy IMPACT+ and achieving measurable improvements in efficiency and effectiveness.
- Provide input on the status of the Technical Cooperation portfolio and disbursement/performance progress.
- Monitor projects results, analyze progress, and make recommendations.
- Monitor and update project results matrices and ONE Caribbean’s impact framework, identifying critical issues and suggesting measures for improvement.
- Develop reports and documents to support meetings with senior management and the Board of Executive Directors.
Stakeholder Engagement and Partnerships:
- Provide input into the preparation, development, and execution of high-impact dialogues, fostering collaboration with key stakeholders from the public and private sectors.
- Coordinate with all relevant VPC regional initiatives to facilitate the exchange of experiences, promote synergies, and leverage lessons learned within the framework of regional integration efforts.
- Facilitate collaboration with other multilateral development banks, strategic stakeholders, and government counterparts through policy dialogue, participation in international forums, and support for country-driven initiatives.
Event Coordination:
- Design and lead the preparation of high-level meetings, conferences, and forums, ensuring that key stakeholders from multiple sectors and regions are engaged in meaningful dialogue to promote the Program’s goals.
Multi donor Trust Fund (MDTF)
- Collaborate with the Grants and Co-financing Management (GCM) Unit on donor reporting, including on ODA eligible expenditures.
- Provide technical guidance to teams to ensure the delivery of MDTF funded projects.
- Monitor and update the performance of the MDTF against agreed output and outcome metrics, identify critical issues and suggest measures for improvement.
Project Preparation Coordination (PPC) Mechanism
- Organize and manage project screening tasks for the PPCm process, ensuring successful completion of each task to deliver expected outputs, and recommend strategies to address underlying issues.
- Coordinate internal and external stakeholders for project assessment, preparation and structuring, as needed.
- Conduct regular audits and reviews to verify adherence to the PPC Operations Manual and IDB Group policies and procedures.
- Facilitate PPCm project pipeline development.
- Promote and disseminate the mechanism.
What you'll need
- Education: Master’s degree (or equivalent advanced degree) in International Relations, Economics, Political Science or any other field relevant to the responsibilities of the role.
- Experience: At least four (4) years of progressive experience in a related field, in a multinational environment. Familiarity with the Bank's operations procedures, including project management methodology, would be an advantage.
- Languages: Proficiency in English is required. Knowledge of other Bank languages (Spanish, Portuguese and/or French) is a plus.

Type of contract and duration
International staff contract, 36 months initially, renewable upon mutual agreement.
