About this position

We are seeking a Consultant for Institutional Strategic Partnerships for the Inter-American Institute for Economic and Social Development (INDES).

INDES – part of the Knowledge and Learning Division (KLD) within the Vice Presidency for Sectors and Knowledge (VPS) – provides high-quality training that empowers IDB employees and public professionals to effectively address development challenges in Latin America and the Caribbean (LAC). Through its capacity-building programs, INDES enhances project effectiveness, strengthens governance and public sector performance, and influences improvements in public policy to promote social, economic, and sustainable development across the region.

Aligned with the IDB Group’s Institutional Strategy, which seeks to transform to achieve greater scale and impact in its interventions, INDES aims to strengthen strategic partnerships as a key mechanism to expand the reach of its training offerings, consolidate its network of thematic experts, and position the IDB as a knowledge bank in the region. This shared vision recognizes that knowledge is a fundamental asset for development, and that its generation, dissemination, and effective application require close collaboration with academic institutions, multilateral organizations, and public and private sector actors. By enhancing these partnerships, INDES directly contributes to the IDB Group’s institutional objectives, facilitating the mobilization of capacities, resources, and innovative solutions to address regional and global challenges.

The consultant will support the design, implementation, and analysis of strategic partnerships in knowledge and learning initiatives. This role includes collaborating with internal and external stakeholders, building and managing new alliances, and strengthening existing ones. The consultant will also systematize processes, including reporting, evaluation, and tracking mechanisms. An ideal candidate will combine strong stakeholder management experience with analytical skills to identify and shape collaborations that advance INDES’s role in knowledge, learning, and capacity building across the region.

What you’ll do

Manage strategic collaborations between educational institutions and INDES to expand learning opportunities for our counterparts across the region and scale the impact of our training offer.

  • Update the contact database of current IDB external partnership and collaborations fostered by INDES.
  • Review the alignment of existing partnerships and collaborations with IDBStrategy+.
  • Assess the performance of current partnerships and collaborations and provide recommendations to improve their outcomes.
  • Review INDES’s criteria and processes for identifying new external partnerships and institutional collaboration opportunities.
  • Define categories of institutional partnerships (e.g., governments, universities, think tanks, multilateral organizations, internal IDB clients) to establish a clear framework for classification and management.
  • Prepare comprehensive evaluations of potential partnerships and collaborations, following institutional guidelines and criteria.
  • Design and implement a reporting mechanism to track partnerships across INDES stakeholders, ensuring consistent documentation of activities, results, and impact.
  • Support the dissemination of INDES learning products through reputable academic institutions in the region.
  • Identify new modalities and opportunities for collaboration with external partners beyond existing practices.
  • Proactively identify opportunities to use Fee-for-Service mechanisms as a tool to strengthen capacities in alignment with Country Strategies.
  • Proactively identify potential partnerships and collaborations with leading development institutions, academic organizations, research centers, think tanks, and other key stakeholders in the region.
  • Support coordination between KLD and the Office of Global Partnerships.
  • Support internal teams (e.g., those collaborating with governments, universities, external clients, or scholarship programs) in streamlining partnership reporting and accountability.

What you'll need

  • Education: Bachelor’s degree in Public Relations, Communications, International Relations, Business Administration, Project Management or equivalent. Master’s degree in Economics, Public Policy, Public Administration, International Development, Knowledge Management, or a related field. 
  • Experience: At least 5 years of relevant experience in the following areas:

           Experience in managing partnerships or collaborations in the academic, private or public sectors.

           Experience in coordinating agreements among different institutional stakeholders.

           Experience in working with multilateral development banks is appreciated.

  • Languages: Proficiency in Spanish and English, spoken and written, is required. Portugues and French will be appreciated.
