About this position

We are seeking a consultant to support the identification, analysis, and documentation of operations implemented in Fragility, Conflict, and Criminal Violence (FCCV) settings. The consultant will apply the Bank's FCCV methodology to assess the extent to which IDB-financed operations are exposed to FCV-related risks and challenges, map operations across countries and sectors, and analyze the implications of operating in these contexts.  

The assignment will include identifying good practices, lessons learned, and operational approaches that enhance project implementation and development effectiveness, as well as generating recommendations to strengthen the design and execution of operations in FCV settings. 

What you’ll do

  • Generate IDB-specific evidence on the incidence, magnitude, and drivers of execution and supervision challenges affecting sovereign-guaranteed investment operations implemented in FCCV pockets 
  • Estimate the additional costs of executing and supervising IDB-financed operations in FCCV settings. 
  • Document key FCCV-related constraints, response measures, and their operational and financial implications through case studies. 
  • Identify and formulate operational recommendations to strengthen the design, implementation, supervision, and evaluation of operations in FCCV contexts. 
  • Produce findings and recommendations that directly inform IDB fiduciary, financial management, and procurement guidance for FCCV, emergency, and small island developing state contexts. 

What you'll need

•    Education: Master's degree or equivalent advanced degree in economics, public policy, development studies, political science, statistics, geography, or other fields relevant to the responsibilities of the role.   

•    Experience: At least eight years of relevant professional experience in the analysis of development operations, project implementation, public investment, or FCCV contexts. Familiarity with IDB operational, procurement, and financial policies is required at least one member of the proposed team. 

•    Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

•    Citizenship: You are a citizen of one of our 48-member countries.

•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
