About this position
We are seeking a strategic and analytical Evaluation Consultant to support the Knowledge and Learning Division (KLD), a part of the Vice Presidency for Sectors and Knowledge (VPS). KLD is responsible for positioning Knowledge and Learning as a key asset of the IDB Group by enabling curation, application, and learning of knowledge across sectors and teams.
The Inter-American Institute for Economic and Social Development (INDES), part of KLD, is the capacity-building arm of the IDB Academy. We believe learning drives results. We equip leaders and professionals with the capabilities to respond effectively to change and deliver impact. Through targeted upskilling and reskilling, we promote inclusive and sustainable development across the region.
The consultant will support the design, implementation, and analysis of rigorous impact evaluations of key knowledge and learning initiatives. The role includes designing and applying experimental and quasi-experimental methods, and conducting cost-effectiveness analyses where appropriate, to assess the impact of training programs for IDB Group staff and external users, as well as other KLD initiatives. This work will help generate actionable evidence on what works, for whom, and under what conditions.
The evidence generated will help assess the effectiveness, relevance, and strategic value of KLD’s initiatives, and help inform future programming and resource allocation.
What you’ll do
The consultant will support the implementation and continuous improvement of evaluations for KLD’s initiatives, including capacity-building programs for public sector professionals and IDB Group staff, the Knowledge Platform and other learning activities. The work will focus on two key areas:
Design and Execution of Evaluations
- Provide technical assistance to the design and implementation of evaluations of KLD initiatives, including capacity-building programs for public sector professionals and IDB Group staff, the Knowledge Platform and other learning activities.
- Coordinate and support data collection and cleaning from a variety of sources, primarily surveys and administrative data.
Data Analysis
- Conduct quantitative analysis of evaluation data using appropriate statistical or econometric techniques to estimate program effects and generate actionable insights using STATA, R or Python.
- Contribute to the continuous improvement of KLD’s evaluation processes, identifying opportunities to strengthen feedback loops, standardize tools, and embed evaluation in programming cycles.
- Prepare targeted knowledge products such as technical briefs, presentations, and dissemination materials.
- Contribute to other strategic knowledge and evaluation initiatives under the Division’s annual work plan, as needed, such as indicator development, methodological guidance, or support to institutional learning activities.
- Provide support in other tasks necessary to achieve the objectives of this consultancy.
What you'll need
- Education: Master's degree in Economics, Public Policy, International Development, Data Science, Knowledge Management, or related field.
- Experience: At least 5 years of relevant experience in the following areas:
- Strong knowledge of impact evaluations and leading applied economics research, preferably in the education or training sector.
- Advanced data skills, including data cleaning, analysis, and the ability to extract and handle data from diverse sources.
- Proficiency in Stata, R, or Python.
- Experience in applying quantitative and qualitative methods, including experimental, quasi-experimental, and mixed methods approaches.
- Experience communicating evaluation findings effectively to non-technical audiences.
- Languages: Proficiency in Spanish and English, spoken and written, is required.
