About this position

We are looking for a highly organized, analytical, and proactive Partnerships and Resource Mobilization Consultant. As Partnerships and Resource Mobilization Consultant, you will support the Transport Division in identifying, developing, and strengthening strategic partnerships and funding opportunities, as well as in the management of technical cooperation resources and grant facilities to enhance the impact of transport sector programs.

You will work in the Transport Division, part of the Infrastructure and Energy Department. This team is responsible for advancing sustainable transport solutions in the region by designing, financing, and implementing transport sector programs, mobilizing partnerships and resources, and ensuring the effective use of technical cooperation and grant instruments in line with strategic objective.

What you’ll do

  • Conduct stakeholder mapping exercises to identify potential public, private, and philanthropic partners with strategic alignment to sustainable transport goals (e.g., other MDBs, bilateral donors, climate finance mechanisms, foundations, corporations, and NGOs).
  • Analyze trends in transport sector funding and partnerships (e.g., climate finance, green infrastructure, urban mobility, just transition, digital transport solutions), to identify opportunities for collaboration and joint initiatives.
  • Support the development and implementation of an engagement strategy for priority partners and resource channels, with clear objectives, value propositions, and action plans. Draft and review concept notes, proposals, and funding applications for transport-related projects (e.g., mass transit, decarbonization of freight, electric mobility, road safety).
  • Develop partner-facing materials such as pitch decks, donor briefs, and talking points for key meetings or events.  Support the preparation and coordination of high-level engagement opportunities and knowledge-sharing events focused on transport and mobility. Support resource mobilization efforts related to innovative financing mechanisms relevant to sustainable transport (e.g., blended finance, climate finance, results-based finance). Support the design, administration, and monitoring of technical cooperation (TC) resources under the Transport Division, ensuring strategic alignment, effective allocation, and compliance with donor and institutional requirements.
  • Contribute to the development and management of grant facilities.
  • Act as the technical secretariat of the OPEC Project-Ready Facility, coordinating day-to-day operations, facilitating communication with donors and beneficiaries, and ensuring effective governance and reporting mechanisms.

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in transport planning, urban development, public policy, business administration, economics, international relations, or other fields relevant to the responsibilities of the role. 
  • Experience: At least 5 years of relevant professional experience, including experience in resource mobilizatesta ion, partnerships, or donor engagement. Experience in developing proposals for multilateral/bilateral donors, climate funds, or philanthropic partners is required.  
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

Type of contract and duration

 International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
