About this position
We are looking for an autonomous, experienced, and highly motivated individual to join the team of professionals providing technical support in promoting the Bank's strategic environmental and social (E&S) priorities and ensuring that funded projects are socially and environmentally sustainable.
The person will be responsible for supporting and contributing to the management of the Bank’s Grievance Protocol, coordinating the management of grievances with the members of the Environmental and Social Solutions Division (VPS/ESG) team, Project Team Leaders and other relevant project team members.
The Bank’s Environmental and Social Policy Framework (ESPF) outlines four channels for submitting grievances related to the environmental and social aspects of the Bank's funded projects: (i) a project-level grievance mechanism; (ii) a local mechanism; (iii) the administration-level mechanism; and (iv) the Independent Consultation and Investigation Mechanism (MICI, for its acronym in Spanish).
Therefore, the Bank has developed an internal protocol to provide a direct channel for stakeholders to file a complaint about the environmental and social performance of the projects. In February 2024, the coordination of the IDB Grievance Protocol was transferred to VPS/ESG.
VPS/ESG is responsible for ensuring that the Bank's funded projects are environmentally and socially sustainable and comply with the ESPF or the previous Environmental and Social Safeguard Policies, as applicable. VPS/ESG specialists provide technical inputs during due diligence in preparation and supervision.
What you’ll do:
The selected candidate will report to the Group Head responsible for coordinating the IDB Grievance Protocol. Their main activities are as follows (this is an indicative list):
- Coordinate among other Grievance Protocol team members and implement directly the provisions of the Grievance Protocol regarding the registry, management, monitoring, and reporting of grievances submitted to the IDB.
- Lead the regular updating and management of the grievance system on the Bank’s platform.
- Lead and support the different stages of the process in accordance with the provisions of the Grievance Protocol.
- Review project documents and collaborate in analyzing other relevant related documents for grievance management to identify potential resolution alternatives.
- Prepare and facilitate the development of dialogue processes in accordance with the Bank’s Grievance Protocol when relevant in the context of grievance management, and document them through meeting minutes.
- Develop strategies to maintain regular communication with internal (project team leaders, ESG team members and other relevant team members) and external stakeholders (i.e. complainants and executing agencies), with a focus on resolving grievances.
- Prepare and coordinate the preparation by other Grievance Protocol team members of periodic reports, guidelines, and other technical documents, as required by the Grievance Protocol or by the Bank’s administration.
- Leading the preparation of the IDB Grievance Protocol annual report.
- Lead the identification of trends and lessons learned from grievance management.
- Lead and coordinate with other Grievance Protocol team members training sessions on conflict resolution, as well as dissemination of the Grievance Protocol to both external and internal stakeholders.
- Perform other tasks assigned by the Head of the Division or responsible Group Head for implementing the Grievance Protocol.
What you’ll need
Education: Master's degree (or equivalent advanced degree) in social sciences (law, economics, political science, sociology, or equivalent) with specialization and/or demonstrated experience in the transformation, management, or resolution of socio-environmental conflicts.
Experience: minimum of 3 years of experience required, with 5 years preferred in designing, advising, or managing alternative mechanisms for resolving socio-environmental conflicts and in participation or facilitation of dialogue spaces.
Languages: Proficiency in both Spanish and English, oral and written, is required. Additional knowledge of French and Portuguese is preferred.

Requirements

Type con contract and duration
-International: International staff contract, 36 months initially, renewable upon mutual agreement.
