About this position
We are looking for a Technical Product Owner (TPO) to join the Technology and Transformation Department (TTD), where we build cutting-edge digital products that support learning, knowledge, and decision-making across the organization. This role sits at the heart of our delivery model—working closely with business product owners, the product team, and key enablers within the TTD department (such as architecture, security, cloud, among others)—to ensure that our solutions are not only technically robust but also strategically aligned with organizational goals.
Your ability to translate complex system requirements into actionable stories, anticipate risks, and advocate for scalable solutions will be critical to the success of our products.
What you’ll do
- Represent the product’s technical vision to business stakeholders, ensuring that technical decisions, constraints, and dependencies are clearly communicated and aligned with strategic objectives.
- Work side by side with the Product Lead and Business Analyst, ensuring that proposed solutions deliver business value, align with user needs, and are delivered on time.
- Translate business needs into clear and feasible technical specifications, working closely with the Product Manager and development teams to ensure consistency and viability.
- Collaborate with tech leads, architects, and enabler teams within the technology department (such as security, cloud, and infrastructure, among others), ensuring that solutions are sustainable, scalable, and secure.
- Prioritize the technical backlog, balancing short-term value delivery with the product’s long-term sustainability (scalability, maintainability, technical debt).
- Ensure alignment between product strategy and technical execution, providing visibility into how technical decisions impact the roadmap and overall product vision.
- Actively support agile planning processes, identifying technical dependencies, ensuring stories are development-ready, and facilitating progress toward committed deliverables.
- Contribute to building and maintaining the product roadmap from a technical perspective, helping anticipate future risks and opportunities.
- Foster a culture of collaboration and problem-solving, acting as a facilitator between technical and business teams to ensure shared understanding and informed decision-making
What you'll need
• Education: Bachelor’s degree or equivalent combination of education and experience in Computer Sciences, System Engineering, Information Technology, or related field.
• Experience: Minimum of two years of clearly demonstrated skills in the following areas:
- Solid understanding of API and web services architecture (SOA, REST, XML, JSON, OData), including standards for authentication and authorization (SAML, OAuth, WebAuth, ADFS). Ability to define API requirements and validate integration approaches, with working knowledge of documentation standards such as Swagger and OpenAPI.
- Familiarity with application development lifecycles in cloud environments such as Microsoft Azure and AWS. Able to assess and define technical requirements involving native services like Service Bus, Event Hub/Grid, Logic Apps, App Services, API Management, and SignalR.
- Strong conceptual grasp of modern development stacks (e.g., .NET/C#), including software design principles, clean architecture, and integration patterns. Capable of translating business needs into well-scoped technical epics and user stories in alignment with these paradigms.
- Knowledge of microservices and SOA architectures, including serverless and containerized deployments. Comfortable participating in architectural discussions and evaluating trade-offs for scalability, performance, and maintainability.
- Understanding of frontend architecture and web development frameworks (SPA, SPFx, Angular, Dojo, Typescript/Javascript), to ensure consistency between backend logic and user experience.
- Familiar with CI/CD best practices and Infrastructure as Code (e.g., Terraform), allowing for effective coordination with DevOps teams and definition of delivery pipelines.
- Working knowledge of relational and non-relational databases, supporting the design and validation of data models and query strategies.
- Awareness of testing strategies (unit, integration, end-to-end, contract testing) and tools like xUnit and Playwright. Able to advocate for quality-driven development and ensure test coverage is embedded into delivery workflows.
- Basic knowledge of AI integration patterns (e.g., LLMs, RAG architectures, prompt engineering) to lead initiatives involving intelligent automation or AI-powered learning experiences. Familiarity with Python is a plus.
- Proficient in managing product backlogs using tools from the Atlassian ecosystem (Jira, Confluence, Bitbucket), ensuring traceability between business needs and technical execution.
- Experience working leading agile cross-functional team. Helping other teammates strengthen their skill sets and work together to get the best end results to support business and technology needs.
- Excellent documentation (writing and diagramming), interpersonal, and communication skills.
• Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.
Requirements
• Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
• If consultant (Local Remote Modality): The selected candidate will not provide services from the Bank's office and will not be provided a physical space on the premises of the Bank's Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank's office. Access to the Bank's systems will be arranged in coordination with the Bank.
Type of contract and duration
• International consultant: International consultant Full-Time, 12 months (up to 36 months). With the option to hire a National Consultant (Local Remote Modality).
