About this position
We are looking for a lead or senior specialist with extensive experience in technical assistance to develop, implement, and evaluate tax policy and tax administration reforms in Latin America and the Caribbean. This role requires a deep understanding of tax systems, legal regulations, and tax administration, as well as experience in managing international tax policies. The position demands technical skills and practical experience to lead in the field of tax policy and tax administration. Additionally, you will be responsible for designing and implementing IDB’s operations, providing technical assistance, making recommendations to improve the area's performance, and leading analytical projects.
The Fiscal Management Division (IFD/FMM) supports the efforts of national and subnational governments in the Latin American and Caribbean region to strengthen fiscal policy and management to foster economic growth and reduce inequality and poverty.
Our main areas of work are tax policy and administration, public expenditure policy and management, subnational fiscal policy and management, fiscal sustainability, as well as macro-fiscal policy and fiscal transparency.
What you’ll do
- Support the Division fiscal specialists in the region on tax policy and administration issues for their countries.
- Provide technical assistance and professional advice to member countries in the formulation, analysis, and implementation of tax reforms, including revenue estimates, evaluation of economic and equity impacts, and communication strategies.
- Conduct analysis and research on tax issues, including the impact of policies on growth, productive efficiency, reduction of inequality, and poverty.
- Supervise programs and technical cooperations, ensuring technical quality and evaluating the effectiveness of fiscal policy measures in operations.
- Contribute to the development of training programs and resources available to tax agents in member countries to improve their analytical and management capacity.
- Articulate and consolidate alliances with other Bank departments, multilateral organizations, donors, and research centers to promote the modernization of public finance instruments and institutions.
- Lead and participate in studies, publications, research projects, and training for countries and/or the development of professional techniques and instruments in collaboration with other institutions in the fiscal area, especially tax.
- Promote the advanced use of data to estimate tax collection gaps (tax gaps), conduct studies on evasion and informality, and evaluate economic and distributive impacts.
- Design and implement tax administration modernization programs complementary to fiscal reform programs.
- Advise on improvements in the organization, management, and governance of tax administration.
- Advise on the use of information technology to strengthen strategic management and the management of tax administration operations.
- Develop proposals for improvements to tax compliance and taxpayer service programs, based on data analysis techniques, seeking to maximize the potential of tools such as electronic invoicing.
- Advise on the modernization of tax determination and collection processes and their coordination with customs duties and social security contributions.
What you'll need
• Education: Master's degree in economics, administration, public policy, law, or other related fields. Ph.D. is preferred. Academic training in data analysis or science is an additional value.
• Experience: At least six (6) years of experience for a lead specialist and five (5) years for a senior specialist position, preferably ten (10) years of relevant and substantive experience in public and/or subnational finance, tax or customs administration, or international organization, with a preference for revenue policies and tax administration. Ability to lead and work in a team, excellence in interpersonal relationships to maintain effective cooperation and dialogue with other Bank departments, national authorities, donors, and other multilateral organizations, and to handle sensitive information discreetly in a multicultural environment.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Requirements
• Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
• International: International staff contract, 36 months initially, renewable upon mutual agreement.
