About this position
We are looking for a Technology Alignment and Digital Architecture Consultant to strengthen the quality, coherence, and impact of digital investments in tax administration across Latin America and the Caribbean. The role ensures that technology-enabled reforms supported by the IDB are strategically aligned with broader fiscal management and revenue mobilization objectives, rather than implemented as stand‑alone IT initiatives.
The position adds value by enhancing the technical alignment, interoperability, and sustainability of digital components financed through Fiscal Management Division (FMM) operations. It supports the consolidation of the Digital Maturity Index (DMI) as a strategic diagnostic and planning tool for tax administrations, linking digital assessments with operational design and investment decisions. By combining architectural oversight, digital maturity diagnostics, and regional knowledge generation, the consultancy strengthens FMM’s capacity to deliver integrated, data‑informed, and future‑ready digital solutions while reinforcing its role as a regional knowledge leader.
The consultant will work with the Fiscal Management Division (IFD/FMM), part of the Institutions for Development Sector, which supports the formulation and implementation of sustainable and inclusive fiscal policies to promote economic growth in the region.
What you’ll do
- Assess the alignment, coherence, and sustainability of digital components in FMM‑financed tax administration and fiscal management operations, identifying risks and actionable recommendations.
- Support the application, evolution, and consolidation of the Digital Maturity Index (DMI) as a diagnostic, planning, and benchmarking tool for tax administrations.
- Provide technical and architectural guidance for the design and structuring of lending operations and technical cooperations with digital components.
- Develop regional reference models and frameworks for digital fiscal services, including citizen‑centered service design and multi‑channel delivery.
- Design a regional framework for IT Strategic Plans (PETI) for tax administrations, aligned with institutional objectives, governance, and investment prioritization.
- Produce regional use cases on data analytics and intelligence for revenue administration, addressing data governance, interoperability, and responsible use.
- Provide hands‑on technical support and quality assurance to ongoing FMM operations with digital components, including missions and review of technical deliverables.
- Support digital transformation and core systems work across other FMM thematic areas where platforms, data integration, and analytics are critical.
- Analyze emerging trends and international good practices in digital tax administration to inform operational design and policy dialogue.
- Promote cross‑team coordination and knowledge sharing to strengthen the effectiveness and impact of IDB‑financed digital reforms.
What you'll need
- Education: Master’s degree in economics, public administration, public policy, public finance, information systems, digital transformation, or related fields.
- Experience: At least 5 years of relevant professional experience in fiscal management, tax administration, digital transformation, or technology-enabled public sector reforms, including experience in the design, implementation, or technical support of projects financed by multilateral development institutions.
- Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
