About this position

We are looking for an ambitious, resourceful, and proactive Transparency and Integrity Lead Specialist who will help us change people's lives in Latin America and the Caribbean. You will work in the Innovation in Citizens Services (ICS) Division, within the Institutions for Development (IFD) Department of the Vice-Presidency for Sectors and Knowledge (VPS).

ICS provides a range of services, including policy advise, knowledge production and dissemination, technical assistance, and financial support. It undertakes sector policy dialogue, develops sector strategies, and implements country programs through a mix of investment projects, policy-based loans and technical assistance grants. It also develops knowledge products, provides advisory services, develops regional initiatives, fosters strategic partnerships and oversees catalytic grant facilities.

This position will lead the agenda on transparency and integrity, covering areas such as the rule of law, anticorruption, and money laundering. It will foster synergies and alliances within and outside the IDB Group, driving knowledge production and dissemination and supporting operations. The role also includes providing policy advice, technical assistance, and financial support, as well as engaging in sector policy dialogue, strategy development, and implementing country programs through various instruments, such as investment projects and policy-based loans. Additionally, it will develop regional initiatives, foster strategic partnerships, and oversee grant facilities.

What you’ll do

  • Coordinate the strategic positioning of the transparency and integrity agenda within the IDBG, aligning it with institutional policies and collaborating with member countries, key stakeholders, and multilateral organizations.
  • Lead, participate in, or oversee the identification, preparation, and supervision of loan operations, technical assistance projects, and advisory services from origination to completion.
  • Provide technical assistance to ICS teams in their strategic dialogue with government authorities positioning of the transparency and integrity agenda within the IDBG with member countries, main stakeholders, and other multilateral to broader institutional policies and strategies.
  • Coordinate the sector's policy dialogue with the regional departments and country teams to address public management challenges in country assistance strategies.
  • Coordinate the development, shaping, and execution of the sector's strategic, operational, and knowledge agenda, focusing on regional transparency and integrity.
  • Participate in high-level policy dialogue with government authorities, identifying key entry points for support and advising on public sector management and government innovation.
  • Build strategic partnerships with development partners, facilitating access to global experiences, technical knowledge, and resources for regional clients.
  • Guide, coach and mentor junior staff to develop technical expertise.
  • Works independently with minimal oversight.

What you'll need

•    Education: Master’s degree in economics, Political Science, Public Policy, and Law with experience in Public Sector Reform or other fields relevant to the responsibilities of the role. 

•    Experience: At least 6 years of progressive experience relevant to the duties and accountabilities of the position. Strong operational experience, and a track record of successfully implementing transparency and integrity initiatives.  Robust knowledge of the region’s public sector management challenges and drivers of innovation in government is required. Proven track record of engaging in policy dialogue with high level public officials. Experience in working in multi-disciplinary and cross-sector teams to develop complex projects within a matrix structure environment.

•    Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements

•    Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Type of contract and duration

•    Staff: International staff contract, 36 months initially, renewable upon mutual agreement.
