About this position
We are looking for a strategic, dynamic, collaborative Transport Sector Lead or Specialist with experience in the various disciplines of sector to join our team in Washington, DC. The selected candidate will support borrowers, beneficiaries, and executing agencies in delivering transport operations, mobilizing financing, and advancing sustainable and resilient transport solutions across the region.
You will be part of the Transport Division (TSP) within the Infrastructure and Energy Sector. The team leads the promotion of public policies, the financing of transportation projects, and the delivery of technical assistance across all the region’s transportation sector. In addition, the Division contributes through its own strategic areas in the Transport Sector, which focuses on: (i) institutional transformation; (ii) user-centered public transport; (iii) resilience and green infrastructure; (iv) logistics and regional integration; and (v) enabling private investment.
TSP promotes economic development and improves the quality of life of the region’s inhabitants through transportation initiatives delivered in an efficient, sustainable, and safe manner. Guided by its three core objectives—enhancing connectivity and accessibility, advancing sustainable and resilient transport systems, and strengthening institutional capacity and sector governance—the Division recognizes that transportation is fundamental to addressing the main challenges facing Latin America and the Caribbean: climate change, poverty and inequality, and sustainable growth.
What you’ll do
- Identify financing opportunities and build a robust portfolio of innovative transport projects.
- Design, supervise, and monitor transport operations across all modes, including investment, policy-based projects, and technical assistance.
- Analyze borrowers’ institutional capacity and design indicators, benchmarks, and monitoring and evaluation frameworks.
- Lead policy and technical dialogue with national and subnational governments and private-sector stakeholders.
- Promote transport sector priorities aligned with national, regional, and IDB strategic focus areas.
- Lead cross-sectoral initiatives to enhance the effectiveness and implementation of transport projects.
- Provide technical oversight of procurement, implementation, and execution, including field missions and ongoing engagement with executing agencies.
- Coordinate with IDB Group divisions and partners to deliver integrated, sustainable, and innovative solutions.
- Develop and implement technical assistance, research, and innovative financing solutions to strengthen transport sector outcomes.
- Ensure quality control of project documentation and support contracting processes.
- Lead the research on innovative solutions to enhance the strategic areas of the Transport Division’s programmatic work, based on institutional transformation, public transport, resilience and green infrastructure, logistics and regional integration, and private investment.onduct the identification, structuring, and implementation of innovative financial solutions, including sustainable finance instruments, to strengthen transport sector operations.
- Those demonstrating deeper subject-matter expertise gained through experience will be considered for the Sector Lead Specialist level.
What you'll need
- Education: Masters’ degree (or equivalent advanced degree) in Economics, Engineering, Urban Planning, Political Sciences or a related field with a focus on the transport sector.
- Experience: At least six (5) years of relevant professional experience in the planning, design, and evaluation of transportation projects are required, while ten (10) years of professional experience is highly preferred. Strong expertise in both financial structuring and technical aspects of major transportation projects is highly desirable. A solid understanding of the functioning of the public sector (including ministries, decentralized entities, and subnational governments) in Latin America and the Caribbean, along with a deep awareness of sector realities, is required.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French is preferable.

Type of contract and duration
International staff contract, 36 months initially, renewable upon mutual agreement.
