About this position
We are looking for a professional to assist GCM in their management of the grant program (Bank or donor funded) under the Unit’s purview. The assistance will focus on cross-cutting issues related to the management of funding vehicles such as third-party trust funds under administration and on maximizing the impact of key grant products, such as technical cooperation and investment grants. This work may include supporting system development and enhancement, carrying out internal assessments of grant products, processes, and procedures, supporting the unit in the design and implementation of policies, guidelines, and staff guidance, and writing reports.
You will work with the Grants and Cofinancing Management Unit, part of the Office of Global Partnerships (GPS). This team serves as an interface that links partners resources to IDB projects, knowledge products, and programs that meet the needs of Latin America and the Caribbean through close coordination with IDBG’s operational units and other internal stakeholders from across the IDB Group. The GCM key functional areas include managing partner resources, ensuring compliance with donor agreements and IDB policies, reporting back to partners, and developing and implementing the policies and guidelines to manage technical cooperation and investment grants.
What you’ll do
Cross-cutting support:
- Trust Fund Coordination: Support the coordination and execution of functions related to compliance with fiduciary obligations to donor trust funds the technical cooperation funded with Ordinary Capital.
- Systems: Contribute to the development. enhancement, and revamping of digital tools and systems aimed at enhancing the grants ecosystem, especially considering changes to Bank policies and procedures.
- Monitoring: Collaborate with colleagues in GPS and Bank operational units to enhance the results-based management of trust funds and grants, including the development of results frameworks and theories of change.
Assessment and Reporting Support:
- Employ appropriate methods to research and assess the results and effectiveness of grant financed operations and programs, either for internal review or for donor reporting, as needed and depending on ongoing projects.
- Review project related documents, particularly during its implementation phase, such as annual reports, audited financial statements, and inputs to project amendments.
- Interact with project team members to obtain additional project related information / data for project implementation or reporting purposes.
- Support the team in any activities required to carry out reporting needs and compliance with fund’s requirements.
- Support the preparation and editing of Annual/Semi-Annual Reports for donors and the Board.
Policy/Guidelines Design and implementation support:
- Support the development of policies, operational guidelines, and staff guidance on funding vehicles and grant products under GCM’s purview.
- Review current policies and guidelines, analyze needs and trends, and ideate changes.
- Collect data through desk reviews, interviews, or other appropriate methods to establish the foundation for the corresponding policy or guidelines.
- Compose parts or all a document based on research and guidance from the Unit Chief.
Other support
- Support the design and delivery of internal and external knowledge sharing activities to promote the unit’s work and enhance visibility to partners.
- Carry out additional research tasks as required by GPS/GCM.
- Contribute to the preparation of ad-hoc briefing documents and presentations and present as needed.
What you'll need
• Education: Master's degree (or equivalent advanced degree) in project management, economics, business administration or public administration or other fields relevant to the responsibilities of the role.
• Experience: At least 5 years of progressive experience in fund management, policy design or evaluation.
• Languages:
- Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
Core and Technical Competencies
- The candidate should be proficient in the use of spreadsheet programs, and common databases.
- Microsoft MS Word, Outlook knowledge required.
- Desirable knowledge: Sharepoint, Microsoft Teams, PowerBi.
- Other: Be proactive, customer service oriented, reliable and responsible to work with a minimum of supervision
